WHO IS IRVING BIZARRE?
Irving Bizarre is a talent agent who works for Fozzie Bear, who is so short that his top hat completely covers his body up to the top of his shoes.  Irving gets ten percent of Fozzie’s profits, appearing in Episode 122 of The Muppet Show.  He negotiated strenuously with Kermit to get him double his current salary.  Unfortunately, Kermit pays the bear $0.00, and double of that, then take away 10%, and you get, well, let’s just leave it at the fact that Irving got his client a pay raise.
His name is a take-off on real-life Hollywood talent agent Irving Lazar.

Although other small Muppets can still be seen from the waist up when behind the backstage desk, Irving is one of the few who has to be put on top of the desk in order to be seen by the home audience.

WHY DO THE MUPPETS NEED IRVING BIZARRE?
The Muppets will be taking to the airwaves once again in a little over a month on ABC.  From what we’ve seen thanks to the pilot, it appears that Fozzie – currently dating Becky, a human woman – really needs the new show to go through.  Not only did the show go through, but Fozzie landed the cushy gig of sidekick to Miss Piggy as the host of the show within the show, Up Late with Miss Piggy.  Because of this, the bear’s agent is essential for getting his client new jobs within the entertainment world.  Even if Mr. Bizarre’s negotiations can lead one to consider if they should get better representation in the future.
